Contract of Sentinel Scheme Sponsorship 1. Duties 1.1 The candidate shall comply with all Dt Source Policies and Procedures. 1.2 The candidate shall comply with all Sentinel Scheme Rules. 1.3 The Candidate must not report for duty under the influence of alcohol and/or drugs. 1.4 The Candidate must report, before signing on for duty, any medications administered to them. 1.5 The Candidate must report before signing on any health issues. 1.6 The Candidate shall not exceed the Working Hours policy unless authority is first sort and given by an authorized Dt Source representative. 1.7 The candidate shall agree to any alcohol and drugs tests required of them at any time. 1.8 The Candidate shall only undertake duties that they are competent to undertake and, where appropriate, hold licenses/certificates 1.9 When on site, the Candidate shall carry with them at all times their Sentinel card and all other competency certificates. 2. Candidate Responsibilities 2.1 It shall be the responsibility of the Candidate to maintain his/her Sentinel records via the Sentinel Scheme Database – https://mysentinel.me/Account/LogOn/ 2.2 The Candidate is responsible for knowing who his/her Primary Sponsor is. 2.3 The Candidate is responsible for knowing who his/her Sub-Sponsor is/are (Where permitted). 2.4 The Candidate must provide the correct name of their sponsor when booking on site. 2.5 The Candidate shall provide details of all hours worked to Dt Source when working for a Sub-Sponsor (Where permitted) 2.6 Whilst 'on or near the line' or 'Line side', the Candidate is to wear (as the outer layer) orange high visibility (HV) upper body clothing to BS EN 471:2003 class 2 as a minimum (HV tabard) as per (RIS-3279-TOM & NR/L2/OHS/021). HV orange lower body clothing to BS EN 471:2003 class 1 as a minimum (HV trousers or HV over-trousers as per GO/RT3279 & NR/L2/OHS/021) and safety footwear that complies with Network Rail approved Steel Toecap and Midsole Lace up Safety boots. The upper body clothing must be clearly marked on the back with the Sponsor's Logo. The Candidate may only wear the Sponsor's issued clothing during work for the Sponsor. The Candidate is to keep safe and maintain any PPE issued by the Sponsor. 2.7 Whilst wearing the Sponsor's labelled clothing, the Sponsored will be seen to be representing the Sponsor. The Sponsored is to set a good personal example at all times 2.8 When required by the Dt Source document control process, the Candidate is to acknowledge the receipt of all documentation sent to him/her within 21 days of receipt. Failure to acknowledge receipt of such controlled documentation may result in the withdrawal or suspension of Sponsorship. 2.9 The Candidate is to return, to the Sponsor, any Sponsor issued PPE and the Sponsor's Identity Card (if issued) if they leave the employment of the Employer. 3. Primary Sponsor Responsibilities 3.1 Dt Source shall provide the Candidate with a valid Sentinel Smart Card and an Induction Briefing. 3.2 Dt Source shall provide the Candidate with all relevant handbooks and Rule Book publications. 3.3 Dt Source shall supply a H V Vest to the Candidate with the Dt Source Logo displayed on the back. 3.4 Dt Source shall assist the candidate to maintain his/her competencies through refresher training, mentoring and assessment. 3.5 Dt Source shall provide all necessary Safety Critical Equipment to the Candidate when the Candidate is undertaking works directly for Dt Source. Current calibration / PAT certificates will be provided with the equipment. 3.6 Dt Source shall undertake regular briefings to the Candidate of changes to Standards, Rule Books and Sentinel Scheme Rules 3.7 Dt Source shall give advice/instructions on any restrictions based on medication and other medical fitness issues. 3.8 Dt Source shall provide pertinent support to the Candidate in order they further develop their competencies. Misconduct Any allegation of misconduct or deviation from the Sentinel Scheme Rules should be made in writing to the Accreditation Body and should set out the details of the misconduct alleged. Once the written allegation is received the Accreditation Body of the Sentinel Scheme shall consult with the nominated representatives in Network Rail and reach an agreement on the actions to take into investigating any allegation as soon as possible. Upon receiving a report of misconduct a Sponsor should request that the competence, individual (card) or company is suspended pending an investigation into the reported misconduct. The subsequent investigation should then recommend lifting of the suspension or withdrawal of the competence/card/licence. Lifting of a suspension shall only be considered when the individual or organisation have demonstrated competence, including the examples of misconduct for the purpose of these Sentinel Scheme Rules include: (non-exhaustive list) Infringement of health and safety rules; Negligence which causes or might cause unacceptable loss, damage or injury; Theft, fraud and deliberate falsification of records; Physical violence; Deliberate damage to property; Bringing the Sentinel Scheme into serious disrepute; Bullying, harassment or discrimination; Breach of confidence. Withdrawal of Sentinel Competence Cards A Sentinel Competence card can be withdrawn for the following reasons: Making a decision resulting in a major breach of safety; Taking action that endangers the safety of self or others; Individual demonstrates a history of poor safety behaviours; The primary competence of PTS has expired on the card; The medical details have expired on the card and there is no record on the Managers of the Sentinel Scheme database that a renewal has taken place; The failure of a Drugs and Alcohol Screening; The person is carrying out a role or task and the competency has expired and there is no record on the Managers of the Sentinel Scheme database that a renewal has taken place; The individual is carrying out a role that they are not competent to perform.
